Dear Members of the NJCU Community,

We are pleased to announce that Dr. Marvin Walker, the current Acting Dean for the College of Professional Studies (CPS) will now serve as the permanent Dean of CPS effective July 1, 2023.

Dr. Walker joined NJCU in the summer of 2021 and has been an effective leader for the College, working to transition it through a series of important changes, growth, and innovative transformations.

Additionally, effective July 1, 2023, Dr. Walker will also serve as the Interim Dean for the NJCU School of Business. I would like to thank Dr. Walker for agreeing to serve in this important role at the School of Business (SOB) to ensure continuity of leadership.

I would like to also take this opportunity to thank Dr. Huijian Dong for serving as the Acting Dean of the School of Business and for all his hard work on behalf of the SOB. Dr. Dong will be leaving the university for a fantastic opportunity to become the next provost of Dickinson State University in Dickinson, North Dakota.

Dr. Walker is a recognized social policy expert and behavioral health researcher. Prior to joining NJCU, he served as the Campus Director at Webster University, responsible for leading the extended campus in Southern Maryland, including campus operations, academic and administrative services, enrollment management, and leading accreditation and state licensure requirements. He has served in several teaching, research, curriculum development, and doctoral research committee chair roles at various institutions, including Northcentral University, Trident University International, and Westminster College.

Before embarking on an academic career, Dr. Walker served 10 years as a federal employee within the U.S. government, first as a Business Consultant with the U.S. Department of Health and Human Services at the National Institutes of Health (NIH) Center for Information Technology. He held many senior leadership roles in the intelligence community promoting cybersecurity best practices, information sharing, and critical infrastructure protection.

Dr. Walker led as Executive Officer with the U.S. Department of Homeland Security's Office of Intelligence and Analysis, leading private sector classified intelligence programs, national security strategy, public policy, diplomacy, and international affairs with coordinated efforts focused on national security programs designed to prevent domestic terrorism activities within the United States. He served as a program analyst with the U.S. Department of Defense (DoD), responsible for financial and contract audit readiness oversight across the U.S. Army and the DoD. Before his government civilian service, he courageously served our nation for eight years as a U.S. Marine (1998-2006) in various leadership roles while conducting numerous deployments to Africa, East Asia, Europe, the Middle East, Australia, and a combat tour in Iraq in 2003.

Dr. Walker earned a B.A. in Business Administration with a Finance minor from Columbia College, a Bachelor of Theology from the International Theological Seminary of California, a Master of Business Administration with a concentration in Procurement and Acquisitions Management from Webster University, and his Doctorate in Law and Policy from Northeastern University.
